INTERPOL Aids in Identifying “Sendong” Victims

After the rampage of typhoon “Sendong” in Northern Mindanao, thousands of lives was lost and million worth of properties were devastated. Unidentified dead bodies, mostly of mothers and children are left unclaimed and a decent burial is remained questionable.
The Philippine and National Police in its full effort, helps to identify the hundred recovered bodies. Police Chief Superintendent Lorlie Arroyo, Director of PNP Crime Laboratory admitted the victim identification was a tedious task and takes time as authorities wants to ensure efficiency.
The INTERPOL General Secretariat (IPSG) offered additional assistance in Disaster Victim Identification (DVI). DVI is the scientific procedure which involved DNA profiling, fingerprint and dental comparison to obtain conclusive identifications. It takes considerable time to reach possible identification for each victim which heavily depends on the accessibility, quality and availability of relevant supporting evidence and the processing of forensic samples.
In a Letter sent from Ret. Police Director Felizardo M Serapio Jr., Head of INTERPOL Manila, he requested support from the PNP as needed for immediate and accurate completion of victims identification. “The PNP will extend our assistance as our response to the request of INTERPOL. We are heading to a speedy identification process, enabling the victims to recover and to rebuild their lives” said PNP Chief, PDGen Nicanor A Bartolome.
PNP COMMITTED FOR A SAFER YULETIDE SEASON

Firecrackers and fireworks are part of the traditional celebration of the Yuletide Season regretably however, they cause accidents that result in the loss of lives and limbs and damage to properties. Intensifying the IWAS PAPUTOK Campaign to welcome 2012 in high spirits with “Zero Casualty”, Chief PNP Police Director General Nicanor A Bartolome declared Camp Crame as a “NO FIRECRACKER ZONE”.
In support for the said campaign, PNP will implement within Camp Crame the “GO AHEAD!!! MAKE A NOISE, THE TRADITIONAL WAY IS OUR CHOICE” Project. This is to encourage the public to use safe, practical and innovative ways of making noise such as “torotot”, “kalembang”, music horns and the like. Use of fireworks and firearms will not be tolerated and violators will be sanctioned.
Local police took initiative to enforce the campaign through intensive inspection of fireworks stores to check their permits and ensure that they are following safety measures. Also included for inspection are warehouses and manufacturing sites to ensure that firework products passed the quality standards. Prohibition of indiscriminate firing of guns either by civilians or police officers will be strictly imposed to avoid hitting innocent victims.
In cooperation with the Department of Health, warnings on the hazards of firecrackers and first aid reminders will be aired to give guidance to the public. In case of injuries due to firecrackers, it is prescribed to immediately wash the wound with clean water and mild soap and bring the victim to the nearest hospital for appropriate treatment. People are also warned to refrain from picking up firecrackers that have not exploded as they might still explode.
“As the whole nation welcomes 2011, PNP aims to secure meaningful and peaceful New Year celebration. Police forces will be deployed to watch the public for their safety and will give our full cooperation to local authorities to lessen or better attain zero casualties during the blast of revelries” said Police Director General Bartolome
Relatively, Police Chief Superintendent James Andres B Melad of Headquarters Support Service reiterated the systematic waste disposal of all PNP offices/units as pile of garbage are expected to accumulate right after Christmas Parties. In observance with the “Tapat ko, Linis Ko” Project, respective offices are reminded to take responsibility in maintaining cleanliness not only within their vicinity but also with their immediate surroundings.
NP SUPPORTS THE ANTI-ILLEGAL LOGGING TASK FORCE

The increasing and becoming usual, occurrence of floods and landslides that killed hundreds of people and devastated millions of properties in every part of the country, seemingly the effect of climate change due to continuous denudation of forest and other natural resources is quite alarming.
With this, the government deliberated the best possible means to promote the preservation and protection of the environment and mitigate the ill-effects of resulting natural disasters.
The Department of Environment and Natural Resources spearheaded joint enforcement with the Department of Interior and Local Government (DILG), Department of National Defense (DND), Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) to further empower them in effectively carrying out forest protection and conservation in the different communities.
Mandated by Executive Order No. 23 issued on February 1, 2011 is the moratorium on the cutting and harvesting of timber in natural and residual forests and the creation of the Anti-Illegal Logging Task Force (AILTF). Based on the Executive Order, the Anti-Illegal Logging Task Force issued a Resolution declaring all logs and lumber from the natural and residential forests of the Philippines as owned by the state.
In accordance with the said Resolution, DENR granted tenure instrument holders clearance and corresponding permits to transport and process all cut or harvested timbers which ended last May 21, 2011. It also, prescribed a definite deadline for the milling and transport of logs and lumber with corresponding forest charge or taxes paid also before May 21, 2011. Similarly, it was also declared that logs and lumber derived from the natural/residual forest of the Philippines except those with paid forest charges/taxes are declared as owned by the state will be confiscated in favor of the government.
To be more effective on enforcing the existing environmental laws, PNP personnel play vital role in fighting illegal logging activities. Regional Directors of Police Regional Offices together with the participating government agencies attended organizational meetings on their respective local territories to draft plans of appropriate actions, operations and other matters concerning the protection of forests.
“Adhering to our core value, MAKAKALIKASAN, the entire police force support the advocacy of DENR to help cushion the effect of climate change. We will do our best effort to guard and protect the environment, and we will give immediate response to their needs” said Chief, PNP Police Director General Nicanor A Bartolome.
